99er population rises dramatically by 127,000. The long-term unemployment report

April 5th, 2011 9:03 pm ET

Michael Thornton

Rochester Unemployment Examiner

A disconnected news media conveniently forgets to mention that it
takes the creation of about 125,000 jobs a month to simply keep up with
new entrants to the workforce. If you subtract 125,000 from 216,000 jobs
created in March, you end up with 91,000 “extra” jobs for 13.5 million
unemployed.

Underemployment remained quite high at 15.7%, or 8.2 million workers
who want full-time work, but are forced to work part-time jobs of 34
hours a week or less. Yes, full-time work is considered 35 hours or
more per week, although many workers consider anything less than 40
hours a week as part-time.

Yet what was most striking about the March jobs report was the
continuing increase in the number of long-term unemployed. March showed
1,899,000 workers who have been out of work for 99 weeks or more, an increase of 127,000 from February. The real 99er population is growing quickly.
NELP estimates that “throughout 2010, 3.9 million unemployed workers
exhausted all of their unemployment benefits without finding new work.”
Exhausting unemployment benefits also includes those unemployed that
exhausted benefits after 60, 73, 79, or 93 weeks, so NELP’s estimate is
larger than the BLS estimate for those out of work 99 weeks or more.

Not only are more unemployed out of work 99 weeks or longer, but those
out of work 52 and 27 weeks or more are increasing as well. Those out of
work 27 weeks or more now accounts for a record 45.5% (6.14 million) of all unemployed, while for those out of work 52 weeks or more it’s 31.5% (4.25 million) of all unemployed; again a record high.

The ranks of the 99 ers will grow quickly with so many states failing to adopt the three year lookback in order to continue to pay extended benefits.
37,000 unemployed in North Carolina will lose EB April 16th while the unemployment rate is still 9.7%

NELP is predicting by December Las Vegas will be the only state paying EB

It's too bad that things always have to reach a "crisis" situation before any help is even considered. Boehner and Cantor better think long and hard in that meeting tomorrow about exactly how many people (read: VOTERS) already are and/or will be destitute shortly, and the impact those voters have on their friends and families...

Isn't it amazing how the numbers change as soon as your back is turned, or a few days pass from the official (uh hum) report? Evil or Very Mad

With many states refusing to change to a three year lookback in order to continue paying extended benefits, the ranks of the 99 ers will grow quickly over the next few months.

It is important that we all call, fax and email to get the meeting re hr 589 back on the schedule

I think this is part of the Republican strategy to win in 2012 - make the jobless situation look so bad in the Country that people will want a change in party - blame it on the Democrats. Because people have a short memory, I am afraid that their strategy just might win.

The republicans don't care about the little people they only care about their rich buddies....They change those report numbers so frequently that I don't think that they know exactly how many long term unemployed people there are.....but I am pretty sure that they have a rough estimate and that they hide those figures....because if the word got out just how many people are truly unemployed.....it would cause total CHAOS....and show the American people what LIARS they really are.....

It would be the Democrats that would be changing the numbers on the reports right now since they control the WH. The DOL is headed by an appointee of President Obama, I believe.

I have said for quite some time now that the Obama Admin. will figure out some way to get the unemployment rate under 8% before the Republican National Convention. High unemployment rates will help the Republicans in the next election

Money talks in DC. Doesn't matter whether you are talking about the Democrats or Republicans. If a polititian had a choice between attending a town hall meeting or a fund raiser which one do you think he/she would attend?

Those out of
work 27 weeks or more now accounts for a record 45.5% (6.14 million) of all unemployed, while for those out of work 52 weeks or more it’s 31.5% (4.25 million) of all unemployed; again a record high.

http://www.examiner.com/unemployment-in-rochester/99er-population-rises-dramatically-by-127-000-the-long-term-unemployment-report

Among the 1,899,000 Americans that the BLS says have been out of work for 99 weeks or more are *many* who never received any UI at all such as small business owners who went out of business & those who didn't make enough before they got laid off to qualify for UI. Those people wouldn't qualify for HR589.

The BLS estimated the 1.9 million number from its survey of 60,000 households. Its Current Population Survey doesn't ask whether or not someone is getting or has ever gotten UI. It's unfortunate that one of the BLS questions (asking whether someone has been jobless for 99-204 weeks) happens to have the number '99.' Coincidentally the maximum number of UI weeks in less than half the states is 99.

Mike Thornton knows this to be the case. For whatever reasons of his own he chooses to conflate the two 99's as if they are the same. But they're not & he knows it.

I believe that one reason Congress & the White House have resisted increasing the max UI weeks--even by 1 more week to 100--is that the bureaucrats *like* pretending that the two 99's are the same. The myth somehow lends those in power a feeling of security & authority.....gives them a psuedo-scientific basis for keeping the max UI weeks at 99.

Mike is correct that NELP's estimate of the number of exhaustees has reached 3.9 million as a result of including exhaustees losing their UI at fewer weeks than 99 such as 60 or 73 weeks. NELP is probably correct in its estimate. Till the HR589 law passes & people have actually collected the additional 14 weeks.....no one will know exactly how many qualified exhaustees there are.
