Major proposals
•
Convert the Supplemental Nutrition Assistance Program (SNAP) into a block grant tailoredfor each state’s low-income population, indexed for inflation and eligibility beginning in 2015 – after employment has recovered. Make aid contingent on work or job training.
•
Encourage recipients of federal housing aid to lead lives of increased self-sufficiency bydecreasing disparities between assisted and unassisted renters and by making aid contingenton work or job training.
The welfare reforms of the late 1990s are a success story of modern domestic policy, but they did not go as faras many think. Reformers were not able to extend their work beyond cash welfare to the other 77 means-testedprograms that the federal government operates. Notably, programs that subsidize food and housing for low-income Americans remain dysfunctional, and their explosive growth is threatening the overall strength of thesafety net. Much of this is clearly due to the recession, but not all of it: Enrollment has grown from 17.3 million recipients in2001, to 23.8 million in 2004, to 28.2 million in 2008, to 44.3 million today. The trend is one of relentless andunsustainable growth – the large recession-driven spike came on top of very large increases that occurred duringyears of economic growth.The blame lies with the same flawed structure that has fueled unsustainable growth in Medicaid. Stategovernments receive federal dollars in proportion to how many people they enroll in the program, which givesthem an incentive to add individuals to the rolls. States have little incentive to do everything they can to makesure that able-bodied adults on food stamps are working, looking for work, or enrolled in job training.Spending on Federal Housing Assistance, by contrast, isn’t growing due to flawed state formulas or even becauseof the recession – it is growing because policymakers are choosing to grow it, and because there are no timelimits or work requirements that encourage recipients to lead lives of increased self-sufficiency. Federal rentalsubsidies have increased by 33 percent since 2006, and the President’s budget would increase them even further.This is taking the nation’s welfare policy in the wrong direction – America needs a strong safety net, not one thatis strained to the breaking point.

Reject the President’s call to raise taxes. Instead, keep overall revenue as a share of theeconomy at historical averages between 18 and 19 percent, a level compatible with growth,and – if the spending restraints in this budget are enacted – sufficient to fund governmentoperations over time.• Reform the tax code by consolidating the current six brackets and cutting the top individual rate from 35 percent to 25 percent.• Broaden the tax base to keep revenue as a share of the economy at levels sufficient to fundcritical missions that rightly belong in the domain of the federal government (as outlinedelsewhere in this budget).

I consider this to be perhaps the most misguided proposal to hit the floor of Congress in years. Every bit of it is designed to comfort the ultra-comfortable and to throw everyone else under the bus.
Here's a glaring example. For everyone currently under 55, Medicare will be replaced with VOUCHERS to be used in the private market. If vouchers are such a wonderful idea, why not immediately give them to everyone and kill Medicare now rather than later? Ryan obviously is using the strategy of "divide and conquer". No one over 65 (or nearly approaching that eligibility age) would tolerate trading Medicare for vouchers, but he's hoping they won't mind the disaster vouchers will be for everyone under 55.
Here's another outrage. "Broaden the tax base" means that people at the bottom who don't earn enough to currently owe taxes will be subject to the new and INCREASED lowest bracket tax.
Madicaid will become a slush fund for right wing governors and legislators, who will find every possible way to exclude people from benefits.
Every single idea in Ryan's scheme is an outrage, yet he is bold to preemptively say "Shame on you" to those who will rightly point out the cruel nature of his plot. Shame on YOU, Rep. Ryan! He claims that his solution is an "adult" approach. Yes, it is. It's the approach of a heartless, ignorant, woefully misguided adult con man, who is deeply in the pocket of the ultra-rich and powerful. Only an adult would be capable of such evil.
