That's probably what the USA's true unemployment rate is but do you think that it will ever get reported? Suspect

Spain's unemployment rate rose sharply to a new eurozone high of 21.3 percent in the first quarter of the year, with a record 4.9 million people out of work, the government said Friday.

" changed the way they measure unemployment" HUM thats in there. Translated=it would be worse if we used the old way(aka the real number, hopefully we are all still awake enough to understand they wouldnt change it to be worse).See thats how you FIX things when they do not look so good. Just change the way you calculate it.Problem fixed! Atleast they admit they changed it!(or did they just get caught) what if you were a whole economy of a country that changed the way things were calculated when the numbers didnt look good.
