Bill Would Allow States to Use Unemployed Funds for Other Purposes
House Republicans unveiled a bill on Thursday that would give state governments greater leeway in how they spend federal funds earmarked for benefits for long-term unemployed people.
The legislation, introduced by House Ways & Means Committee Chairman Dave Camp (R., Mich.), would enable states to use the funds for other purposes including investing in job creation programs, repaying money already owed to the federal government through the program, providing tax breaks for employers, or continuing to pay jobless benefits to long-term unemployed people.

If they would use these funds to pay jobless benefits to help the long-term unemployed/99ers/exhaustees, that would be great! More tax breaks breaks for employers-not great at all!

But House Democrats quickly slammed the bill because it would allow states to reduce the weeks of jobless benefits offered instead of ensuring up to 99 weeks of unemployment insurance through the end of the year. Some states have already started trimming back the 26 weeks of state-funded benefits.
“This is the opposite of a jobs bill — it is a hatchet job on the unemployment insurance program,” Rep. Sander Levin (D. Mich.), Ranking Member of the Ways & Means Committee said in a statement. “With this legislation, Republicans are proposing to end this year’s guaranteed benefit for the long-term unemployed.”
The Republicans are at it again. You can bet that if this Bill passes 99 weeks will go out the window.
Just stick it to the down and out while they are down - why don't you.

The JOBS Act also includes reforms to require those in danger of exhausting benefits without finding work "to engage in education or training" and to "strengthen job search requirements." Conti said the latter provision would likely require newly laid-off workers to take any available job, even "ridiculously inferior employment," rather than holding out for something more comparable to a worker's previous job.
Here they go getting rid of the middle class and assuring that people are living at or below the poverty level.

Re: Bill Would Allow States to Use Unemployed Funds for Other Purposes
This situation is dire now. Not only for the 99ers but for anyone on EUC.
Orrin Hatch introduced this bicameral legislation in the Senate this afternoon after Camp introduced it in the House. Not good news for anyone who is unemployed. Even if Lee's bill passes, it won't help anyone. Federal tiers will be done. If states are controlling the money to create jobs, they are going to give that money to their corporate buddies. This was just released on the House Ways and Means website.

I saw this posted on facebook a few hours ago. One of the sponsors is Geoff Davis from Ky.I called his office today along with Dave Camp's requesting that they support HR589 and get it out of committee and on the floor.

There are 2 threads on the same topic--

Maybe they should be merged.

David Camp is the sponsor of HR 1745 in the House and Orrin Hatch sponsored similar legislation in the Senate, S. 904. Both pieces of legislation could potentially stop the way the current tiers are paid to individuals immediately if passed. It puts the money in the hands of the states to use at their discretion. I am sure Camp will allow HR 589 out of committee after his proposed legislation is on the Floor. However, if the bicameral legislation passes, we will not see any benefits from HR 589. It adds 14 weeks to tier 1, and most states will use that money for tax credits for businesses to hire and training programs rather than put the money in the hands of the 99ers and every person who is currently collecting benefits under EUC08.
This proposed legislation will throw millions off the unemployment rolls despite the passage of S. 4213 last year.
This is NOT good news for anyone who is unemployed.

Right, they know 589 is going to be approved so they conjured up a plan to take the funds for extensions away.. They will use the 16 billion for a new jobs creation however in my opinion that jobs creation should be an entirely new and separate bill.

I have a take on 589 and the plan to use it for jobs creation and that is OK, bring 589 out of committee and bring it to the floor for debates.. OK get it out of committee. Then....Debate the 589 vs using the funds for new job creation and maybe fight it out... The problem will be the house! At least it will be out of committee and on the floor!!!
