re-starting tiers
I live in new jersey and I am almost a 99'er.
A few weeks ago someone from NJ posted a note saying that after completing tier
4 (which I am on) you would be able to re-start the tiers again until the end of the
year. Is this true?

No, this is not true. If your state qualifies, you can go through tiers 1-4 and then you have extended benefits from your state. After that you are done. This is why we are all pushing for added weeks for people that have exhausted benefits. There are millions of people that have no income whatsoever at the moment.

To answer your question further, New Jersey Qualifies for extended benefits because it's unemployment rate is above 8.5% on a three month rolling scale. This means you should qualify for 20 weeks of extended benefits. However, once you complete that 20 weeks you will have nothing left unless another extension is passed.
