Yes, I read this.
And New Jersey isn't the only state that was diverting UE funds into other "needs". I saw an article a year or two ago on how and where the gorging UE trust funds were dipped into for other uses like roads, schools, neighborhood playgrounds, ambulances, etc. Many states did this and were caught off guard.
In sounds like Texas might have had the best insight at the time with the pay-go theory. Who knows. All the states are in debt now. It really is a Catch 22.
